COSTA MESA CITY COUNCIL WRAP-UP

o7Here are a few items the council considered Tuesday.

MAYOR PRO-TEM
Councilman Gary Monahan announced he is resigning from the post of
mayor pro-tem, which he has held since January, because of the time
commitment involved. Selection of a new mayor pro-tem has not yet
been scheduled.
WHAT IT MEANS
Council members Eric Bever, Linda Dixon and Katrina Foley are all
eligible to become mayor pro-tem, but whoever is nominated must get
three votes to assume the post.
FAIRVIEW PARK PLANS
City parks and recreation commissioner Robert Graham had asked
that the city look at changing Fairview Park’s master plan to add
parking spaces at the park’s lower end and more bike and pedestrian
trails. Council members voted, 4-1, not to make changes, with Dixon
dissenting.
WHAT IT MEANS
The council will not consider changing the master plan for
Fairview Park.
MEETING MINUTES
Minutes from City Council meetings will be kept in a shorter
format in the future, the council decided. Currently, minutes include
the actions taken by the council and the votes as well as a brief
summary for comments made by council members and the public.
Because it takes so long to prepare the minutes after each
meeting, and because council meetings can now be viewed on the city’s
website, the city manager recommended changing to an “action minutes”
format.
This would include motions made, votes cast and a record of who
spoke on each issue, but not details on their remarks.
Some people were concerned the new minutes would limit residents’
access to information, but the council decided council meeting
information is still available through a variety of means. Bever and
Mayor Allan Mansoor dissented.
WHAT IT MEANS
The new, shorter form of meeting minutes will be used, and in six
months the council will review how the format is working.
