Arrestee suspected
of indecent exposure
A 25-year-old man described as a transient was arrested on
suspicion of indecent exposure on a local beach Tuesday afternoon.
Newport Beach police arrested Gabriel Mihai Stan just after 2:30
p.m. Tuesday near the Newport Pier, Sgt. Bill Hartford.
A 29-year-old woman reported to police that a man had walked past
the spot where she and family members were sitting on the beach,
Hartford said.
“She was concerned because of the way he was looking at her,” he
said.
The woman later spotted the man standing under the pier exposing
and fondling himself. He was described as wearing white pants, a
multicolored shirt and SpongeBob SquarePants boxer shorts, Hartford
said.
Lifeguards detained the man until police responded to the scene
and arrested him.
He is being held at the Orange County Jail in lieu of $7,500 bail.
Man suspected
of lewd act
Costa Mesa police arrested a man Wednesday night after he
allegedly grabbed an 8-year-old boy and started fondling himself.
Jeffrey Emmett Owen, 31, was arrested just after 7:30 p.m.
Wednesday on suspicion of committing a lewd act with a child. Owen
was described by police as a local transient.
Police believe Owen grabbed the boy in a bear hug in the 1900
block of Harbor Boulevard, Sgt. Marty Carver said. Owen then grabbed
another boy by the wrist and again began fondling himself, Carver
said.
The mother of one of the boys called police on a payphone. Owen
allegedly then threw a can of beer at her and threatened to kill her,
Carver said.
Police arrested Owen, who was described as being intoxicated. He
is being held in the city jail on $10,000 bail.
