Here are some of the issues the commission will consider Thursday.
PARKING AGREEMENT
The commission will decide if Norm Goodin has satisfied his
off-site parking requirements for a charter boat service he intends
to open on West Coast Highway.
Goodin purchased a property at 2527 W. Coast Highway with the
intention of relocating his charter boat company, Charter Yachts of
Newport Beach, from Lido Marina Village. He also wants to open a new
yacht club, Pacific Coast Yacht Club, on the second floor of one of
the two buildings on the property, which would remain.
The number of parking spaces required for Goodin’s desired
operations and existing businesses is 123. Goodin intends to provide
128 -- 43 spaces at his property using tandem parking, 35 spaces at
2436 W. Coast Highway and 50 spaces at 2530 W. Coast Highway. Goodin
has parking agreements with the owners of both of these properties,
which are across the street from his. Parking attendants will be on
hand to instruct patrons of the charter service to park at the
off-site lots first and then the on-site lot.
Goodin is also requesting a permit to allow the tandem parking.
This kind of parking would be used weekdays after 5 p.m. and all day
on the weekends in the on-site parking lot for the charter boat
operations.
WHAT TO EXPECT
Staff members said in their report that Goodin has done a good job
providing the necessary off-site parking. They feel the parking
attendants will reduce negative traffic effects along West Coast
Highway.
WIRELESS FACILITY APPLICATION
The commission will consider granting a permit to Nextel
Communications to place its wireless equipment at 20662 Newport Coast
Drive, even though such facilities are not permitted based on zoning.
The property is a gas-recovery facility, associated with the closed
Coyote Canyon landfill, a quarter-mile from Sage Hill School and
residences to the south.
The site already has wireless equipment from three carriers
allowed by Orange County before Newport Coast was annexed by Newport
Beach. When it was annexed, zoning of the site changed, inadvertently
causing the wireless facilities to not be permitted.
Nextel wants to add a microwave dish and three panel antennas on
an existing smoke stack. Nextel’s equipment would rise about 40 feet
above ground, while the smokestack is 103 feet. It also wants to add
three antennas on 20-foot poles in the northeast corner of the
property next to a 12-foot wall. In the southeast corner of the lot,
the company would build a 10-foot high, 240-square-foot equipment
storage facility. Two global-positioning system antennas would be
placed on the storage facility and exceed it by 1 foot.
WHAT TO EXPECT
Staff members believe the site is ideal for wireless facilities
because of its elevation and remoteness. They intend to recommend
changing zoning of the property to make the wireless facilities
allowable either during the city’s general-plan update or reuse of
the landfill.
BUILDING PERMIT
The commission will consider granting a permit to Biosensors
International to put a research and development facility in an
existing office building at 20280 Acacia St. The company already has
office space in the building and wants an extra 4,077 square feet.
Because the project site is within a business-park district
established by the Santa Ana Heights Specific Plan, the commission
has to give its blessing to research and development uses.
The Santa Ana Heights Project Advisory Committee reviewed the
expansion proposal and has no objections, according to the staff
report.
WHAT TO EXPECT
Staff members recommend the commission approve 5,000 square feet
to accommodate the company’s request as well as future expansion or
addition of research and development, medical, dental and a limited
range of retail uses.
