September 1982 -- First architectural concept for the Home Ranch
master plan was designed. It included two 400-room hotels and 2.7 million
square feet of retail and office space.
March 1984 -- Approval of the Home Ranch master plan and certification
of the environmental report.
September 1985 -- C.J. Segerstrom & Sons submitted to the city One
South Coast Place, a 32-story office building with 75% of the area freed
for open space.
February 1986 -- Costa Mesa Planning Commission approved the 32-story
complex by a 4-1 vote.
February 1986 -- C.J. Segerstrom & Sons withdrew further consideration
for the 32-story building because of increasing public disapproval.
April 1986 -- C.J. Segerstrom & Sons started the redesign of Home
Ranch after mailing out surveys requesting community feedback on the
project.
January 1987 -- The Segerstrom company made more than 60 public
presentations of its new Home Ranch plan to residents, service clubs and
homeowners associations throughout Costa Mesa.
April 1987 -- The redesign of One South Coast Place received unanimous
approval from the Costa Mesa Planning Commission.
June 1987 -- By a 4-1 vote, the City Council approved the redesign of
One South Coast Place.
June 1987 -- Work on One South Coast Place was started after Costa
Mesa issued grading and foundation permits.
June 1987 -- Residents opposed to the Home Ranch project filed a
lawsuit to overturn the council’s approval of the project, citing a lack
of up-to-date building densities and intensities in the city’s general
plan.
September 1987 -- An Orange County Superior Court judge ruled there
were technical deficiencies in the city’s general plan and the
environmental report that needed to be addressed. This halted
construction of the project.
January to March 1988 -- C.J. Segerstrom & Sons continued to present
proposals for the development of Home Ranch to the city Planning
Commission.
November 1988 -- Voters rejected two proposals for development of Home
Ranch, Measures H and I. Measure H consisted of office and retail space
with two high-rise buildings -- one 20 stories, the other 12 stories -- a
400-room hotel, health club and child-care center. Measure I proposed a
300-room hotel, reduced the retail space by 10,000 square feet and
eliminated the health club.
February 1992 -- The Costa Mesa City Council approved the 1990 general
plan -- and accompanying environmental report -- designating nearly 30
acres of Home Ranch property for residential use and about 63 for
industrial use.
September 2000 -- The Home Ranch plan was redesigned to include a
17-acre Ikea furniture store, 950,000 square feet of office space and
more than 900 homes.
May 2001 -- C.J. Segerstrom & Sons reduced the housing density from 29
homes per acre to 12 and 18 homes per acre.
June 18, 2001 -- Home Ranch project was further modified to add
housing and reduce building height. C.J. Segerstrom & Sons also agreed to
change the initial housing component from apartments to single-family
houses and townhomes.
July 2001 -- C.J. Segerstrom & Sons further revised plans to include a
308,000-square-foot Ikea furniture store, 791,050 square feet of office
space, 252,648 square feet of industrial business and 192 homes.
Aug. 13, 2001 -- The Planning Commission started the first of four
public hearings on the project.
Aug. 24, 2001 -- C.J. Segerstrom & Sons announced its proposed
development agreement, including more than $15 million in community
benefits in exchange for 20-year development rights to the property.
Sept. 24 -- Home Ranch gained the Planning Commission’s recommendation
for approval and moved on to the City Council. Commissioners unanimously
approved the environmental report, a rezone petition, an amendment to the
city’s master plan and a specific plan amendment. The lone item without
unanimous support was the amendment to the general plan, which
Commissioner Bruce Garlich opposed.
Oct. 15, 2001 -- The City Council began a series of Home Ranch
hearings, altering regular meeting times by one hour and implementing a
mandatory midnight curfew to accommodate the additional public comment.
C.J. Segerstrom & Sons announced Standard Pacific will build the proposed
192 homes on the property.
Nov. 19, 2001 - The City Council is expected to make a final decision
on Home Ranch.
