A Huntington Beach native, J. Devin Dwyer is a product of the public
school system and has seen the population rise from 37,000 to 200,000
during his lifetime.
He has assisted election candidates in previous City Council races and
served as vice president for the Orange County Young Republicans.
As a small-business owner in the construction field, Dwyer has seen
how a successful plan can make a company thrive. He said the same theory
can be applied to city planning and encourage the city’s business
community to grow.
Dwyer said that with a comprehensive business plan, the city will be
able to address its deteriorating infrastructure and bolster its business
community. Dwyer said he also hopes to improve city parks and pride in
civic employees, while instilling conservative values on the City
Council.

The focus in the coming years will be on the city as a whole, Dwyer
said.
“I am in favor of letting the individual property owner improve the
property Downtown,” he said.
* THE BIGGEST CHALLENGE FACING THE CITY
Dwyer said continuing development should be a major issue for
Huntington Beach in the upcoming years.
“The burden on our city services has been grand, with the misuse of
public funds bringing our city infrastructure to the brink,” he said.
He added that the burden is merely a continuation of today’s problems.
The degradation of city services, the cost of maintaining them and
budgeting their repairs, as well as regaining the morale of the police
force need to be solved, Dwyer added.
