ISSUE: CERTIFICATED ADMINISTRATOR OF THE YEAR

Summary: At Tuesday’s school board meeting, Assistant Supt. Michael Luker

named College View Elementary School Principal Pam Wheless as the

district’s 1999-2000 Certificated Administrator of the Year.

Wheless has been an employee of the district for more than 30 years. She

started her career in 1968 as a primary school teacher at Hope View

Elementary School.

In 1988, she was appointed principal of the now-closed Haven View school,

where she served until she was transferred to College View in 1992.

Luker said Wheless has “won the unilateral respect of staff, students and

community through exemplary leadership.”

Wheless plans to retire from the district this year.

ISSUE: STUDENT PROMOTION, RETENTION

Summary: Assistant Supt. Karen Colby reported to the board about the

revisions the district has made to student promotion and retention

guidelines.

Colby said the district has been relying on a variety of factors to

determine a student’s academic grade level performance, including the

Stanford 9 and other standardized tests.

But, Colby noted, some middle school students were scoring high on

standardized tests but failing to perform in class and were earning low

grades.

Therefore, the district is now implementing specific grade level

standards that students must achieve to advance. Middle school students

must earn a grade point average of 1.67 or above to be promoted to the

next grade level.Students who are failing their classes because of

behavioral issues such as no effort, poor attitude and absenteeism may

also be held back, even if their test scores are adequate, she said.
