A man is being held on $40,000 bail after witnesses saw him choking a dog and sticking its head under water.
Authorities arrested 46-year-old Tab Mitchell on Sunday and charged him with one felony count of cruelty to animals. Witnesses called the Marin Humane Society two days in a row to report seeing Mitchell abusing the border collie mix.
