The U.S. government needs to educate and engage the public so that everyone can be part of a strategy to prevent terrorism, Homeland Security Secretary Janet Napolitano told the Council on Foreign Relations in New York City.
“For too long, we’ve treated the public as a liability to be protected rather than asset in our nation’s collective security,” she said. Regular people know if something is not right in their communities, she said, such as a suspicious package.
