Your article should come as no surprise to anyone except politicians. California is a very expensive place to live. Think about a household income of $25,000. Take $5,000 for health insurance, $12,000 for housing expenses, $4,000 for taxes, $4,000 for car expenses, $3,000 for food, $1,000 for clothing, $2,000 for utilities, and how much is left?
