Having to Pay to Keep Personal Data Private

Regarding “Law May Help Freeze ID Theft” (April 23):
Am I the only one who read it and wondered exactly why I have to pay a private company $10 to $30 to prevent it from revealing details of my personal information, financial situation and history to others?
Maybe I’m missing something, but I thought that revealing personal information unless the victim -- of course, I mean customer -- hands over money came under a very different California law.
