Tollway Beneficiaries Should Pay Costs

Re “Tollways Should Act as One,” editorial, May 12:
I have a fairer solution than burdening the 241 and 261 tollway customers with the costs of the 73 toll road. The 73 was built solely to allow development of Newport Coast. Without a major access road, this area would have had very low density. The beneficiaries of the 73 construction should make up the revenue shortfalls.
The Irvine Co., the builders, or the homeowners should be assessed a special fee or yearly tax to pay back the 73 bonds.
