Unfair Utility Rebates

* Taxpayers who reside in municipal and other public utility districts should object strongly to Gov. Gray Davis’ proposal to provide energy-conservation rebates to only the customers of investor-owned utilities (March 14). The governor’s plan rewards customers of PG&E;, SCE and SDG&E; for their conservation efforts, but offers nothing to the rest of us. At the same time the administration and implementation of this plan is to be funded by the tax dollars all of us paid to the state: This includes those of us in municipal utility districts.
I am in favor of energy conservation programs, but such programs should apply to all the classes of consumers who are funding them. Instead of such unfair taxation, why don’t we just let the utilities raise their rates to reflect their costs ?
