SAN FRANCISCO--The Chinese New Year Festival and Parade Jan. 20-Feb. 4 celebrates the Year of the Serpent. There will be a Flower Market Fair on Grant Avenue Jan. 20 and 21. VALLEJO--The fifth annual Northern San Francisco Bay Fly Away Festival, Jan. 19-21, includes a free reception and art exhibition at 5:30 p.m. Jan. 19. On Jan. 20 there will be more than 50 natural-resource exhibits, plus historic, birding and wetlands tours. More birding excursions will be held Jan. 21.
