The City Council will hold a hearing Tuesday to consider a $39-million, seven-year capital improvement program. Capital improvement projects for 1999-2000 total almost $12 million alone. Specific projects for 1999-2000 include $150,000 for lighting in the downtown area, $713,000 for repairs to a storm-damaged slope, $550,000 for a sports park community gym and $55,000 for speed humps to slow motorists on Via de Agua and Calle San Remo.
