* Re “50% of Pupils Not Ready to Pass, L.A. District Says,” Dec. 1: In business, when the corporation is performing poorly, we change the top several levels of management. In education, when it’s clear the process is a failure, we charge the same education establishment that caused it with fixing it? Am I missing something here?

UTLA President Day Higuchi says, “They can bring these numbers up, but if they are not offering us the money to attract quality teachers, who isn’t being accountable?” Does this mean that the teachers in his union now are not quality teachers? Do we need to fire them and then pay more money to replace them with quality teachers? If they are not quality teachers, why would we want to give them a raise?
Higuchi repeatedly uses this argument. If I were a teacher, I would find it deeply insulting.
