After a four-hour public hearing Monday, the City Council voted to proceed with the Bixby project, with Councilwoman Patty Campbell dissenting.
The project had been halted by an Orange County Superior Court judge who last month ordered the city to revise an environmental study of the project.
Seal Beach was sued by the city of Los Alamitos and the Rossmoor Business Center over the 218-acre Bixby Old Ranch Towne Center project, and Judge William F. McDonald wanted an evaluation of the project’s impact on local schools, as well as correction of an acreage table.
McDonald will decide Sept. 23 if the project can go forward.
