For the second year in a row, the city has received a $500,000 community block grant from the state. This year, about $330,000 will go toward no-interest loans for mobile home owners for roof repairs, plumbing and electrical work. Mobile home owners can apply for as much as $15,000. About $76,000 will fund the city’s welfare-to-work program, which provides day care for about 30 families while parents attend the Capistrano Unified Adult School. About $100,000 will go to low-income homeowners in other parts of the city. Information: (949) 493-1171.
