Though such high-profile projects as The Block, Town and Country and Ford of Orange have generated a dramatic increase in sales tax revenue, the city is not experiencing an overall revenue windfall as would be expected in a booming economy, states a preliminary report on the fiscal 1999-2000 budget. The report, presented to City Council members this week and to be finalized in May, estimates only a 3.15% increase in the city’s general funds next year. And though certain revenue sources will continue to grow, the revenue from building permits fees will decrease, the report states.
