The City Council tonight will decide whether to adopt an ordinance that would give its members a 5% cost-of-living increase. If adopted, the monthly stipend would be raised to $563, beginning Jan. 1. The meeting is at 7 p.m. in the council chambers, 5275 Orange Ave. Information: (714) 229-6700.
