Mobile Home Rent Controls Expected

Council members are expected to approve an ordinance Wednesday that limits rent increases at the city’s two mobile home parks.
The ordinance would allow Villa Del Arroyo, a 240-space mobile home park, and the smaller 28-space Moorpark Mobile Home Park to raise rents annually based on the rate of inflation as measured by the federal consumer price index.
Moorpark’s existing rules allow for rent hikes annually equal to the CPI or 4%, whichever is higher.
Under the new ordinance, the owner would be allowed to charge a new tenant who moves into an existing mobile home rent that exceeds the previous tenant’s by 5% or the CPI, whichever is lower. Yet once a mobile home is removed, the owner could charge the going market rate for the space.
The ordinance would also require owners to provide new tenants with a copy of the law written in layman’s terms.
