Gunmen kidnapped a brother of Cesar Gaviria, former Colombian president and current secretary-general of the Organization of American States, police said. Police found the car of Gaviria’s younger brother, Juan Carlos Gaviria, 37, abandoned along a road in central Colombia. Police said the family had not received any threats before he disappeared.
