Budget Crisis

I believe the following suggestion might go a long way toward helping to solve the serious financial problems that our national, state, county and city governments face.
Every government leader from the President, governor, supervisor, mayor and councilman on down should put a memo on the desk of each of their subordinates telling them that in 10 days they want lists specifying where waste and inefficiency and corruption are occurring in their department and what they plan to do about it. Then they should make sure that these recommendations are followed.
