Tree Loss Tragic

The cutting down of 2,500 trees at a Mission Viejo development is a tragic loss that brings to mind several questions.
Was the developer required, as part of his plan, to plant trees? Did the county approve planting eucalyptus trees rather than a more sensible species? Will the developer be required to replace the trees?
Why were they not topped before they rose to such heights?
Why is there not a law in Orange County, as there is elsewhere in California, requiring a permit to cut trees down because they are a beneficial and precious environmentally contributive resource?
