A summary of selected City Hall actions this past week affecting Central Los Angeles.

CITY COUNCIL

* WESTLAKE HOUSING: Authorized the Community Redevelopment Agency to loan $1.2 million to CASA Carondelet for the development of an 18-unit housing complex at 130 S. Carondelet St. Construction of the apartments is set for the beginning of next year.

* WATTS HOUSING: Authorized the Redevelopment Agency to loan $283,000 to Westworld Construction Inc. for two 1,800-square-foot homes at 104th Street and Wilmington Avenue in Watts. The four-bedroom, two-story homes will be built on 25-foot-by-130-foot lots, common in Watts, and will be sold to lower-income families for $160,000. If the development proves to be a marketable, the agency intends to use the design to establish a Watts single-family housing construction program. Construction of the homes is expected to be completed by April.

* SENIOR CITIZEN HOUSING: Authorized the Redevelopment Agency to provide a $1.8-million loan to Salvation Army Hollywood Residences, a nonprofit organization, for the construction of the Hollywood Silvercrest Residence, a 99-unit housing project for low-income senior citizens. The eight-story building is to be located at 5941 Hollywood Blvd.

* REMEMBRANCES: Voted to permit the city to

donate to the families of police officers killed in the line of duty any city-issued equipment that the officers were using, such as handguns and handcuffs.

* SISTER CITY: Accepted the donation of a clock from the city of Nagoya, Japan, to mark the 35th anniversary of the sister-city relationship between Nagoya and Los Angeles. The 4-foot-by-5-foot clock will be put on display on the third floor of City Hall. Among Los Angeles’ 21 sister-city relationships, its link with Nagoya is the longest.

* STREET CLOSURE: Approved the closure of Normandie Avenue between Venice Boulevard and 15th Street and 15th Street between Normandie and Mariposa avenues on Aug. 7 from 8 a.m. to 5 p.m. for the Oaxacan Regional Organization’s annual Guelaguetza festival at the Normandie Recreation Center.

How South-Central and Eastside City Council representatives voted on selected issues. * HOUSING LOAN: Authorized the Redevelopment Agency to issue a $1.3-million pre-development loan to Los Angeles Housing Partnership Inc. for the construction of 62 low-income housing units at 401 and 512 S. Rampart Blvd. Passed 11-0. Voting yes: Jackie Goldberg, Mike Hernandez, Nate Holden, Mark Ridley-Thomas, Rudy Svorinich Jr., Rita Walters. Absent Richard Alatorre.
