Savage conflict in Rwanda has transfixed the world for more than two months--and stymied the United Nations. Then last week, France finally won Security Council approval to send 2,500 troops to try to stem the warfare--between Hutu-dominated government forces and Tutsi-led rebels--that has killed hundreds of thousands.
France’s intervention is not without controversy--or irony. It has been a major supporter and arms supplier of Rwanda’s government, helping to put down a rebel offensive in 1990. But France insisted that its troops will be impartial, with the goal of protecting civilians from further harm.
