Jose Lozano, a visual artist from Fullerton, has been awarded a $2,500 fellowship by the California Arts Council. There were 670 applicants for the fellowships; only two dozen were given. In related news, the arts council has approved a $15,000 technical assistance grant for a board of arts and community volunteers in Orange County working to form a countywide arts council.
