The city of Los Angeles has set up a 24-hour hot line to call for inspections of quake-related damage:

For reports of price gouging, unlicensed contractors, charity scams or other frauds. Operated by a city, county and state task force. Price gouging can also be reported at police and sheriff’s stations.

To determine whether a particular worker is a state-licensed contractor. Operated by the state Department of Consumer Affairs.
* RentLine
Quake victims can get information on rentals by calling 789-RENT, in the 213, 818 and 909 area codes, or 289-RENT in the 310 and 714 area codes. Owners and managers of multiunit rental properties can call the Assisted Housing Management Assn., a nonprofit organization for agents, owners and managers of government-assisted housing, to list their properties in a database of available housing. Call (714) 641-9477.
Disaster Aid Centers Those who have suffered losses may obtain local, state and federal assistance by visiting the nearest FEMA center. Programs are offered to cover earthquake losses to homes, personal property and businesses not covered by insurance or other aid programs.
