Georgians, Separatists Sign Preliminary Pact

GENEVA — The Georgian government and Abkhazian separatists signed an accord Wednesday that is meant to pave the way toward peace in the troubled former Soviet republic, but it fell short of a full-fledged peace agreement.
The document, signed after two days of U.N.-mediated talks, provides for the repatriation of tens of thousands of refugees, U.N. officials said, as well as a cessation of hostilities during peace negotiations and an exchange of prisoners.
