Films, Videos at Issue in Trade Talks: European Community culture ministers called for safeguarding European film and television industries in the General Agreement on Tariffs and Trade, but they stopped short of backing French demands that entertainment industries be exempt from free-trade rules. France has threatened to veto the result of the GATT talks, scheduled to end in December, if free-trade rules on services are applied to the film and video industries. The French believe that special measures are needed to protect their national film industries from competition from Hollywood exports.
