BARELY DAMP: As Lydia Parsons of Northridge shows (above), it did rain Tuesday in the San Fernando Valley. Barely. The .02 inch that fell before 7 a.m. made Woodland Hills rainfall king of the county on an otherwise dry day. Weather Service meteorologist Bill Hoffer explained measurements at the speckle-the-dust end of the scale: “A trace is barely noticeable, and .01 inches is more than a trace.” . . . Commuters found slower-moving freeways, but the only accident reported to the CHP was a collision on the Simi Valley Freeway near the San Diego Freeway between an MTA bus and a car.
