FDIC Back in the Black: The fund insuring deposits at the nation’s 11,735 banks is out of the red for the first time in nearly two years. The Federal Deposit Insurance Corp. credited fewer bank failures. The FDIC board voted unanimously not to change premiums paid by banks during the second half of this year. Total assets held by problem banks, although declining, is still higher than at any time before 1991.
