TOUGH AUDIENCE: He spent last week haggling with Mexican officials about the intricacies of the North American Free Trade Agreement. Today, Supervisor John K. Flynn faces a potentially more hostile crowd: fellow supervisors. Several board members accuse Flynn of headline-grabbing with his proposal to cut the pay of county employees--including supervisors. Now Flynn wants the board to eliminate the county’s budget subcommittee and give all five supervisors an equal role in the budget process.
