TOUGH AUDIENCE: He spent last week haggling with Mexican officials about the intricacies of the North American Free Trade Agreement. Today, Supervisor John K. Flynn faces a potentially more hostile crowd: fellow supervisors. Several board members accuse Flynn of headline-grabbing with his proposal to cut the pay of county employees--including supervisors.
