A federal magistrate refused bail for former NFL defensive back Lewis Billups, charged with making threats against Rex Chapman of the Washington Bullets.
U.S. Magistrate James Cook said the former Cincinnati Bengal player “is a danger to the community.”
Chapman’s sister, Jenny Chapman, testified that Billups threatened to break her brother’s knees. She also said Billups hit, slapped and choked her.
