PANORAMA CITY : Slumlord Receives 9-Month Jail Term

A judge Thursday sentenced a convicted slumlord to jail for nine months for failing to make court-ordered repairs to a dilapidated house on crime-plagued Blythe Street in Panorama City.
William Buzin, 72, of Carpinteria was sent to jail immediately after Van Nuys Municipal Judge Alan Ellis found him to be in violation of the conditions of his probation from three previous slumlord convictions.
In August, 1991, Buzin was convicted of maintaining a single-family house in the 14700 block of Blythe Street in an unsafe condition.
City building inspectors said the house, situated in an area where police are trying to stamp out drug dealing, was being rented out despite fire damage and a leaking roof.
Deputy City Atty. Donald Cocek said that Buzin failed to live up to two conditions of his probation--that he bring the house up to building code standards and perform 500 hours of community service.
Buzin also was convicted in 1991 of misdemeanor assault with a deadly weapon for pointing a rifle at one of his Blythe Street tenants, Cocek said.
In 1989, he was convicted of building code violations for renting out another dilapidated house in the San Fernando Valley, according to court records.
