Arab foreign ministers ended crisis talks in Cairo over Israel’s expulsion of 415 Palestinians without announcing any permanent boycott of Middle East peace talks. Instead, the ministers attacked Israel’s actions and said they will take the issue back to the United Nations and ask the Security Council to set a deadline for the Palestinians’ return home.
