Firearm Deterrent

California has a 15-day waiting period on firearms and a total ban on certain types of so-called assault weapons. This doesn’t prevent illegal possession of either one.
Instead of more waiting periods and restrictions, why not prosecute as an adult anyone over the age of 16 who has used an illegally obtained firearm, with no plea bargaining and no early parole?
