Report Warns of Biotechnology Drain: The National Research Council reported that the United States could lose its leadership in biotechnology to Japan by the end of the decade unless it stops the one-way drain of technology. The group, an arm of the prestigious National Academy of Sciences, said the danger is that if a strategy for two-way cooperation is not set out soon, Japan’s competitive edge will grow at the expense of American industry. It said American universities that accept research funds from Japan should use the chance to negotiate reciprocal access for U.S. researchers to Japanese laboratories.
