Tehran claimed a political victory after U.N. Secretary General Javier Perez de Cuellar said Baghdad was responsible for starting the Iran-Iraq War in which up to 1 million people were killed or wounded. Iranian officials and media hailed the secretary general’s report as vindication of Tehran’s stance that the 1980-88 war was a defensive campaign to defeat Iraqi aggression. Officials made no immediate comment on how the finding would affect Iran’s claims of billions of dollars in war reparations.
