Free-Trade Talks Entering Tough Phase: The United States, Canada and Mexico have made swift progress in early talks on a free-trade zone, but negotiators begin a tougher phase of talks next week when they tackle more sensitive political issues. A free-trade agreement already exists between Canada and the United States, but officials are now working on opening a tariff-free market with 360 million customers in area stretching from the Yukon to the Yucatan.
