Baldwin Park : $25-Million Budget OKd

The City Council unanimously approved a $25-million 1991-1992 budget Wednesday, which cuts city expenses by $441,000 and includes $220,000 in increased revenue.
The budget does not allow for cost-of-living increases for city workers, including police, but City Manager Donald Penman said the council is still negotiating with union representatives over the city employees’ contract.
The budget includes a reserve fund of $394,600, Penman said.
Financial shortfalls have forced the council to cut 26 city positions over the past three years.
The council will consider proposals for raising funds through a special police assessment and a utility tax at its next meeting on July 3.
