During 1990, tenants made 91% of all calls to the Dispute Resolution Center of Orange County regarding housing issues. Tenants complained most about landlords withholding deposits. While far fewer of the calls to the Center were from landlords, when they did call it was most often regarding tenant eviction. Here’s how the concerns of tenants and landlords compare:
