Residents and businesses will be fined $100 if they violate an emergency water-rationing ordinance unanimously adopted by the City Council Wednesday. Among the restrictions:
* Water cannot be used to wash paved areas, to refill pools or hot tubs, to fill or maintain decorative fountains, lakes or ponds.
* Residents must use hand-held buckets or hoses equipped with shut-off nozzles when washing vehicles.
* Watering of landscapes and lawns is limited to between 5 p.m. to 10 a.m., with even-numbered addresses watering on even-numbered days of the month, and odd-numbered addresses watering on odd-numbered days. Commercial nurseries, golf courses and other water-dependent industries are exempt from this restriction.
* Water from sprinklers and other forms of irrigation cannot run into paved areas.
