“It’s natural to hope for a settlement of this war. Sooner or later, there’ll be one.
“Diplomatic activity now, however, would be a big mistake. Saddam Hussein today has no intention of yielding. Premature creativity in our diplomacy would only mislead him into thinking we were war-weary, encouraging him to hang on--exactly what we don’t want. Down the road, after he (or his successor) has cracked under the pressure--we can be imaginative in bringing him to terms.”
