WORLD : S. Africa Tells Low Black Grades

PRETORIA, South Africa — Black students had the worst examination results ever recorded, South Africa’s top education official announced today, blaming teacher strikes and classroom protests against segregated education.
Preliminary figures showed only 36.4% of blacks passed the exam required to graduate, compared with 97% of whites, said Education and Development Aid Minister Stoffel van der Merwe. “The year 1990 has been a traumatic time for black education,” he said.
