One-Year T-Bill Yields Fall: Interest rates on new 52-week Treasury bills fell at auction to the lowest level in more than two years. The average discount rate was 6.58%, down from 6.81% at the last auction Nov. 15. It was the lowest rate since 52-week bills averaged 6.57% on April l7, 1988. The bills will carry an equivalent coupon interest rate of 7.02%, with each $10,000 in face value selling for $9,334.70. Sales totaled $11.78 billion out of bids of $23.40 billion.
