TROUBLE? Nippon Shinpan, the Japanese firm that has taken over the development of 232 prime acres in Dana Point from an Australian company, has been wining and dining local residents. . . . But its Australian liaison has yet to show the plans to city staffers, thus displeasing City Manager William O.
