Soviets to Promote Cuba-U.S. Dialogue

MOSCOW — The Soviet Union will raise the issue of direct talks between Cuba and the United States at the next superpower summit, the official Tass news agency said Tuesday.
A similar report quoting Soviet diplomats in Havana was carried by the Mexican news agency Notimex. The agency quoted Valery Nikolaienko, the Soviet Foreign Ministry’s director of Latin American affairs, as saying it is time to end one of the last remnants of the Cold War.
