Social Solutions to Gang Problem

As one who has taught in inner-city secondary schools, I believe the only lasting solution to the gang problem must come from the home environment itself. Therefore, those who reside in gang-infested areas must somehow be dissuaded from having all these children they can’t adequately care for or properly supervise. Anything else is stop-gap and ephemeral.
