Huge Undersea Phone Line Planned: British Telecommunication PLC and MCI Communications Corp. have agreed to build a $400-million transatlantic fiber optic cable to relieve a telecommunication capacity shortage, MCI said. The two companies are inviting other international telecommunications carriers to participate in the planning, construction and operation of the new high-capacity cable, expected to be the largest undersea telecommunication line ever constructed.
