THE SIMPLE WAY: The votes were easily counted in the June 4, 1889, election. . . . There was only one issue: whether Orange County should be created from a section of Los Angeles County. By 10 a.m.--seven hours before polls closed--Santa Ana had voted 600 to 0 in favor of the measure. . . . How could they tell? Because there were two ballots, one in favor and one against, and you had to ask for the one you wanted. . . . The final tally in Santa Ana: 1,118 to 5.
